Best Available Techniques. BAT is generally defined in Article 3 of the IPPC Directive as “the most efficient and advanced stage of development of activities and associated operational methods, which makes certain techniques appear practically suitable to serve as a basis for emission limit values and other permit conditions to prevent or, where that is not possible, to reduce emissions into and impacts on the environment as a whole.”
